The station was acquired through the Presidential Proclamation NO. 463 of President Elpidio Quirino on December 23, 1953 with an area of 62 hectares. From 1953 to 1987, the station was named “Palawan Seed Farm” as it was intended for nursery and propagation site under the control and supervision of the Bureau of Plant Industry.

In 1991 the Palawan Seed Farm or Palawan Agricultural Experiment Station was renamed STIARC – Research Outreach Station for Hillyland Zone (Low Elevation) by virtue of Administrative Order NO. 6 and 19 series of 1991 issued by former Agriculture Secretary SENEN BACANI and Regional Special Order No. 122 series of 1991 by Director CONRADO I. GONZALES.

However, in 1990 and 1991, Puerto Princesa City Hall, Palawan Sport Complex and Palawan State University building were erected within the area of the Station, claiming 2/3 of the land area. At present, 20 hectares are being maintained by the station to implement its research and production projects. The main office is located in Sta. Monica, Puerto Princesa City, Palawan, Philippines headed by the Station Superintendent or Agricultural Center Chief III. The Station is part of Mindoro, Marinduque, Romblon, Palawan (MIMAROPA) or Region IV-B.
The Station response to the needs of the province of Palawan, especially in the field of Agricultural Research, Development and Extension corollary to the goals and objectives of AFMA.
STIARC-ROS for Hillyland Development Zone (Low Elevation) is responsible for strengthening the Provincial Research and Development (R&D) system in agriculture for effectiveness and efficiency and promote the province’s agricultural growth through R & D. Its efforts are focused on uplifting the quality of life of hillside, lowland small farmers and on sustainability of resource base over a longer term.

A. General

  • To implement local Research, Development and Extension corollary to Agriculture and Fisheries Modernization Act (AFMA).

B. Specific

  1. To establish projects in coordination with other local research institutions and laboratory support facilities
  2. To implement, review and monitor on-going research and development Projects in accordance with the Work and Financial Plan for the station;
  3. To take part in the formulation, development and implementation of R, D & E plan for the Province
  4. To support and strengthen a local R & D information network through collaboration with other agencies

A. AGRICULTURAL INTENSIFICATION AND DIVERIFICATION PROGRAM (AIDP)- Crop Component

1. The Provincial Agricultural Center (PAC)
Formerly the home of Palawan Integrated Area Development project (PIADP) Phase I and Phase II. After the termination of both projects in 1998 it became the center of all activities of Agricultural Intensification and Diversification Program (AIDP).

The area is located 14 kms. from the city proper of Puerto Princesa and formerly part of Iwahig Prison and Penal Farm, through Presidential Proclamation signed by then President Ferdinand E. Marcos in 1979. In this proclamation, 500 hectares were segregated for the purpose of establishing agricultural research, training and extension facility of the Department of Agriculture, Regional Office No. 4.

In the implementation of the PIADP, 67 hectares was allotted out from 500 hectares for Agricultural Intensification and Diversification (AID), which was called crop component of the project and the rest of the area were given to Livestock component.

In the eastern part, the area is bounded by Puerto Princesa Bay Mount Beaufort in the west, Iwahig Prison and Penal Farm in south, and barangay proper of Irawan in the north. The topographical setting of the area is flat to slightly rolling and mountainous particularly in the western portion.

Aside from regular operation of AIDP in the center the project is also supporting the Palawan Soils Laboratory (PSL) and Seed Testing Laboratory. These facilities are considered regional facilities. In addition too, a Tissue Culture Laboratory is established jointly by AIDP and Palawan Tropical Forestry Protection Program (PTFPP). Equipments and some chemical were provided by the PTFPP while the building is provided by the DA. Budget in this year operation will be fully shouldered by AIDP.

B. BREEDER BASED EXPANSION PROGRAM (BBEP) - Livestock Component

The Center is a regional facility located at Barangay Irawan, Puerto Princesa City. It is responsible also in the implementation of the Breeder Based Expansion Project (BBEP). A total land area of 222 hectares maintaining cattle, goat, horse and carabao.
